Could the missing emails have anything to do with whether or not a member completes and returns the "Opt-In Form"? The form is sent out to new members with a welcome letter. Below in blue is the relevant part of what the form says.

I didn't receive emails from Pat until I filled out the form and returned it to Kathy.
