Margie and I were part of District 22 (because we were playing in the desert more than in the LA basin) prior to moving to District 23 some years back; so,  we know the distinction.

So far as I’m aware, a Regional can be attended by any bridge player.  We’ve played in various Regionals in the United States.

However, in reading the District 22 Bulletin further, I did notice that its Regional is restricted to members of District 22 only.  Must be because it’s a special on-line event.
